Her presentation will offer a constructivist view of the biothreat as three \u201cwaves\u201d of developments. The first corresponds to past documented uses of biological weapons and offensive research. The second is the invention and rapid improvement of genetic engineering techniques which have dramatically modified our conceptions of the biothreat over the past 15 years. Understanding these combined changes as a paradigm shift in the life sciences \u2013 that is, organisms can now be modified from the inside \u2013 Ms. Adam is proposing a third wave: the digital.
